Trump wants the funding used for his infrastructure bill.
If NJ, and NY want to use their share from the infrastructure bill money for this project, so be it, but the money isn't going to be tied up before the bill is ready.
Why can't NJ and NYC raise their own funds based on ridership of new trains?
interstate commerce falls under federal regulation...
if they each built their own lines that ended at the state line, and the riders would get off/walk over and get on, it would be fine
