They could have gotten them if they really wanted to, either through the black market or legally; which would taken them longer (6-8 month FBI/ATF/Local back ground check) The government wants to know who owns fully automatic assault riffles. They neither had the time/patience or money (or both) to obtain true assault weapons. But they were attainable.
It wouldnt have been difficult to get what was being called "Assault weapons". During that ban, semi auto rifles showed up for sale everywhere.

The so-call "assault" weapons ban (which was all cosmetic) by Bill Clinton did absolutely NOTHING to curb gun violence as was predicted when they were trying yo pass pass it and when it was signed.
