The reporter concluded his question by asking whether California would retaliate against the federal government.

Sooo....a bunch of verbal nonsense. Yawn. This is just the usual legal disagreements between state and Federal. And here you want to agitate and turn it into something more. Please.
For all the conservative complaining about what happens in CA that has no bearing on them, they are one of the few states that is a net benefit to the federal government coffers effectively paying for some red states on federal welfare.

If in the unlikely scenario California separated it would separate as a state not county by county.
Also in this hypothetical scenario it would be California coming out as the major beneficiary of such a course of action.
