Well if Sessions' bullying tactics and ICE's gestapo tactics scare hospital employees from going to work, yes, they are reducing the hospital staff and patients will get less help, less attention.
Why should US citizens and Legal Permanent or Legal Temporary Residents be "scared from going to work?" The California DMV offers Real ID driver's licenses and photo state IDs (star in the upper right corner) to those who qualify (see below for acceptable proof of eligibility documents). Get one. California's extension for non-compliance expires in October of this year, anyway.
List of documents accepted for proof of eligibility for a Real ID:
Unexpired US Passport or unexpired Passport Card
US Birth Certificate or Birth Certification Card filed with a state office of vital statistics
Consular Report of Birth Abroad (CRBA) issued by the US Department of State
Unexpired Permanent Resident Card
Certificate of Naturalization
Certificate of US Citizenship
Unexpired Foreign Passport with accompanying unexpired Visa

Not as easy to do as you think. Why? A lot of illegal aliens commit ID theft or document fraud to "appear" to be legal US residents, but are not. An employer would have no way of knowing and no way to find out about it. Remember this?
