Are you saying even with the Internet in front of you, you cannot look up the definition of a terrorists?
If terrorizing an area was all that is needed, then every serial killer would be a terrorist, so would ever gang, some of which have been terrorizing areas for decades, so would people involved in drug violence, serial rapists, armed robbery, etc, etc. Crime in itself is terrifying.
The key point in it being "terrorism" is an ideological motive behind the act. Other than that, it is just simple violence.
Just simple violence. As long as it doesn’t fit some definition, the suspect is still a good ol boy who had a couple of bad days.

And you think this guy did not likely have a larger motive (ideology) triggering his actions? The absence of evidence is not evidence of absence. I mean.....how often do people set off bombs without having an ideological motive?

I have no idea his motive, I have not read this on the news yet. There is a motive of course, but is the motive one of which trying to influence an ideology and/or political belief?
There was a guy arrested in Tamp for going around and randomly killing four people in an area, he terrorized an area, killed four people, but his motive was not political/ideological so far, maybe that will change, thus not classified as a terrorist attack, it was simple violence.
