As for ISIS the UK Defence Sretary Gavin Williamson stated only last year that British ISIS Members would be hunted down and killed and that the RAF had been given a list of target for it's drones.
The UK has no Free Speech laws. You cannot judge them by the yardstick of the U.S. Constitution. They were doing what they do a thousand years before America was discovered.
