In your opinion, intentionally done, to get the residents so fired up, that they vote to become an Independent Country and revoke their American Citizenship?
Yes, it is in my opinion. It's a majority Spanish Speaking Country and 1/2 of it's residents don't "clearly" look White. Add 2 plus 2?
PR residents have the best of everything now. They are US citizens. Get all the benefits of being a US citizen. But pay no income taxes. Why would they want independence?
No. It would cost the U.S. mucho dinero to upgrade the islands infrastructure to U.S. standards. Congress would need to find a way to pay for that, and I don't believe they have the will. Plus, too many on the island want to remain as a commonwealth and a very vocal & sometimes violent minority want independence. I lived on the island for a year and a half once upon a time and know what I'm talking about.
I have spoken to several people that work for Con-Edison in NYC that have spent time in PR working on restoring power. Each person has told me it's not simply fixing was what damaged. They are rebuilding the grid from scratch. That includes poles, wires, substations, terminals etc...These guys were astonished at the neglect of PR's electric grid. A build-out like that doesn't happen overnight. The blame for this neglect falls at the feet of Puerto Rico's elected officials. Those are the people that controlled the purse strings. To blame anyone else is a deflection on their part.
Disaster recovery takes far more time than the patience of people affected by it. Many are still suffering in Houston as well. Good or bad, Trump has nothing to do with it.

The response to this was abysmal. Yes his administration does. It did fine for the Houston and Florida storms, but was totally aloof on PR.
