They stood down because it was an active shooter drill that was announced in advance. They didn't know it was a real shooting until they were told later on.
There's no way that many officers just stood by knowing there was real shooting going on.
somehow I still can't understand what was going on there. If deputies were really coward as they seem why didn't they walk away just to be safer? If I am a coward and know active shooting inside the building I am not going to hang around anywhere near the building at least not that casually. Something is not right with this whole thing.

They didn't think it was a real shooting. That's why there's no urgency at all in their demeanor. Look at them just casually walking around like nothing was going on. They weren't scared at all because it was the simulation that was planned for that day.
Teacher and students were confused does not mean LE was also confused. Why don't you post the radio recording between LEs?
Even radio dispaching reports of gunshots can be part of simuations.
If that much law enforcement was just standing around, not looking scared/concerned at all, it strongly suggests that they also weren't aware that the event was real.
