Sorry there is no stop the second time..."show us your hands" which he did and likely got him shot as they saw the cellphone in his hands..
He was told to stop. Why didn't he stop? Police confronted Clark in the driveway, and he ran to the back yard. He made a big mistake by running away and disobeying police orders. Clark knew it was dark, he knew that police could mistake something in his hand as a gun. He made bad choices, and police reacted according to their training.
If he had his hands in the air, police would not have shot him. They shot because they believed he would shoot. He wouldn't be able to shoot if his hands were in the air.
I think he in all likelihood was up to no good and a winner of the Darwin Award. But that still doesn't mean the cops weren't trigger happy when they opened fire on him so give them a Darwin Award as well. You send a police dog in to chow down on his genitals and beat his empty noggin with a night stick, you don't open fire in a panic like they did.
Given that one of the cops was black and race wasn't an issue, give those playing the race card a Darwin award as well.

The body cameras are for investigative purposes, not to record conversations between officers when they are not interacting with suspects. Everything that needed to be recorded for legal purposes was recorded.

That is of course nonsense. The police officers are fully aware their conduct can be interpreted as criminal...so they are in fact concealing information about a potential felony. As soon as they saw the cell phone the new there was trouble.
