I've been to Atlanta maybe 4 times in my life although I was there last summer. I remember thinking that while not nearly as bad as L.A. that the traffic was absolutely terrible.

Police shouldnt be responding for petty shoplifting all the time, its a waste of resources.
Is it really worth it to have 2 cops come out to arrest or cite someone caught stealing something under $10.?
Besides that, shoplifting in general (even fuel drive offs) do not negatively effect a companies profits as much as you would think. the company I work for did a study on this years ago and found the impacts on P&L were insignificant.

In CA at least everywhere I’ve been you have to pay first .
