I wouldn't trust anyone who employs the 3S's around my family. Murderers can't be trusted. Unless it is self defense, murder is a poor substitute for some kind of community approved justice.

Given that we are not going to imprison this person for the rest of his life or execute him, maybe the best punishment is on the spot.

Yes, that is due to heroin being more expensive than gold. 90% of the cost is due to the illegal status alone, basically its the laws against them, that are causing the real problems.

Same thing happened with alcohol prohibition, when there were laws against its sale and possession, criminals entered the picture, people resorted to violence, etc. Once the laws were dropped, all that stopped, no one is committing crimes or killing anyone over alcohol sales/ possession anymore.

Let’s stop it at the source. Any females on public assistance get implantable birth control before any funds are issued. If they’re still eligible and asking for it two years later, permanent and mandatory sterilization. Anyone, male or female, convicted with more than a six month sentence, sterilization upon entering prison/jail. The prison supply will dry up within a generation and the poverty rolls will drop. Even if sterilized, they can still indulge in all the recreational sex they wish, there will just be no by-products for society to deal with.

Yes, I’m a strong proponent of eugenics. You may or may not agree with me there, but the solution I propose above is effective.

Hardened Criminals that can't function in normal society and are a clear threat to our safety need to be isolated. But our prison system needs to be reformed so that it doesn't cost us so much.
Serious criminals should have to do hard labor at things that pay and make money to offset society's expense at housing and feeding them. No more expensive gym equipment, TVs, and entertainment facilities -- they should have to farm, grow their own food, build stuff, make stuff to sell, day labor, instead of playing cards, networking with other criminals, and lounging around all day.
