The timing of this report couldn't be more obvious.

The Trump administration is ending the catch, and release policy, and we are going to see more facilities holding illegals until their court dates.

The usual suspects are already trying to put a negative spin on these prisons facilities.

It's not spin. People who have not been convicted of (or in many cases, even charged with) a crime, are being forced into unpaid labor or paid less than minimum wage.

But in this case there has been no conviction. That violates the 13th
