If big Russian money is behind Trump, then yes. It is logical there is a handler who keeps an eye on the funds.

However, that person would likely be a Russian and not Cohen.

NYTimes has article on background of Judge Wood who heard the opening salvo in SDNY vs Cohen---
She pulled the case initially because she was "on duty" for any emergency the issues--and got Cohen's request for TRO prohibiting the SDNY from accessing his files
Once this initial period is over--maybe after charges are filed--she might not be the judge--
The Times views her as exceptional jurist--I am sure Trump would want Sessions to preside
If you can read the article--check the part where she sentenced Michael Milkin--the junk bond financial fraud guy tried in her court--

She was also judge for the 10 Russian spies tried/convicted in 2010 that "The Americans" cable series is based on--when those spies were convicted and sentenced to time served, they were returned to Russia and exchanged for US and allied "spies"--one of those was the Russian Sergei SKipal who was recently poisoned in the UK last month--supposedly an act of revenge by Putin's GRU...

New York State does have such a law will get Cohen off, Criminal Procedure Law Section 40.20:

Why are we trying to protect a president who is only out for himself and throws everyone else under the bus. Good grief, sounds like Watergate. Yeah, tick tock is right.

It was flagged because dummy Cohen tried to wire money from the HELOC. He was the too lazy to write the check. He probably couldn't find the checkbook. It's not campaign fraud. His HELOC and the money he drew on it to pay Daniels had nothing to do with Campaign funds. Now, in all likely hood, an SEC violation was the excuse that was used to obtain the warrant for the raid. But if you notice that campaign fund violation story has quickly and quietly gone away.

even if the funds came from where cohen claimed ( mortgaged against his house ) it would still be an illegal campaign contribution.

my guess has always been that this goes beyond the payment to daniels.
