Electricity is 4x higher in Los Angeles than in TX, and gas had always been 35% higher. We have a wonderfully socialist state that needs OPM to remain in perpetual debt verging on bankruptcy. I hope to be outta here before people here pass the next multi billion dollar tax hike.
California has tougher gas standards than the federal government and California mandates the use of "a cleaner gas" with fewer emissions. And California's "special gas" costs more to refine because it's oxygenated to meet California's strict environmental rules.
As a California official said ""Criticize California all you want, but the air quality has improved dramatically over the last 20 years, It has cleaned the air.""

Um, there are plenty of oil refineries in CA: California's Oil Refineries. At one point we even surpassed Hawaii's gas prices, which is out in the middle of the ocean and pays more for everything under the sun. The prices are higher because the California pols keep raising the taxes, such as hiking it by 12 cents-a-gallon last fall. https://www.sfchronicle.com/business...n-12309892.php
There is an underground storage tank fee that comes to 2 cents per gallon that fuel experts say applies to the overwhelming number of gas stations in the state.
Plus, California is one of just six states that charge a sales tax on gasoline. The Golden State’s 2.25 percent sales tax fluctuates according to the price of gasoline and Walczak estimated that it works out to about 9 cents a gallon at current prices.
Though the article is from 2017 before the gas tax hike, they made a prediction for next year:

Here's another fun fact: In liberal Colorado, residents on average spend only $53.97 for gas round trip to drive to a ski resort for a couple of days to hit the slopes. However, residents of conservative red state Oklahoma must spend an average of $382.99 at the pumps for just one round trip just to get to Aspen and back!

California has its own refining capacity. It would have to, since few, if any other states use the same boutique blends of gasoline that CARB requires.
And California has its own upstream sector as well, with producing fields in Kern, Los Angeles and Orange Counties, among others.
Whatever California's problems might be that result in their ridiculously high gasoline prices, neither a lack of producing fields or refineries are among them.
Frankly...I suspect excessive taxation and over-regulation, myself.
