Yes, the guidelines were for that particular store.
If manager told them to leave and they didn't, she was supposed to call police. If she really just called police in two minutes without asking them to order or leave, that was totally out of line.
I don't fully trust the guys' account because according to the police report they mouthed off to the police, so they may well have mouthed off to the manager. Maybe both they AND the manager were wrong.

How can anyone defend the Starbucks manager ??? They were only there about 5 mins before she called the cops. And since when do you call 911 for this instead of just calling the local police station??

I don't know that this is a true report from the police. Documentcloud doesn't tell me much about where it came from.
More than that, the manager's statement that they cursed is not supported by any other witness, nor by the men. Only one man approached the counter to ask to use the bathroom. He was refused, and he went and sat with his friend. They entered the store at 4:35. And she was calling the police at 4:37. I defend these guys because the other customers defended them. They were there. YOU weren't. They said the guys didn't create any disruptions. The arrest was recorded, and the two men were 100% compliant with the police. It doesn't make sense that they were so disruptive the police had to be called, and yet not one other customer noticed. It doesn't make sense that they were belligerent to the police, and yet not one other customer noticed. I have no political reason to defend these guys. I have common sense.

It's not unusual, though, to wait until the third member of your party shows up to order something.
Yeah, who orders before the person they are meeting is there? It's rude to start without them.
And what kind of manager kicks out potential customers? Typically if you say you're meeting someone a restaurant is happy to let you hang around - they know they are getting your money when the full party arrives.

Do you think that if the ONE man had been abusive to the manager when not given the key/code, that NONE of the other customers would have noticed? They enter, look around for a vacant table, one approaches the counter and asks to use the bathroom, is refused, and.......does what? Screams at her? Mutters something under his breath? What? He goes back to his table. The manager goes to the table and asks if they are going to order something. They tell her they are waiting on someone. She had this exchange with them after he offended her????? And she calls the police immediately. 120 seconds after they entered. I don't think the bathroom request had anything to do with it. I don't know what was going on with that manager, but 2 minutes to call the police, something was up with her. Not with them. With her.
