No indictment "came down" on McCabe, the case was referred to the U.S Attorney's Office:

"The referral to the U.S. Attorney’s Office for the District of Columbia occurred some time ago, after the inspector general concluded McCabe had lied to investigators or his boss, then-FBI Director James B. Comey, on four occasions, three of them under oath. The U.S. attorney’s office met with McCabe’s legal team in recent weeks, though it was not immediately clear whether prosecutors there were conducting their own investigation or believed criminal charges are appropriate. "

What an unbelievable train wreck. He has had more turnover, with more con men, shysters, and unqualified cronies under his command, than any Presidential administration in modern history (and perhaps ever)

After cycling through the Fox News staff, he has now moved back into the unqualified crony realm. 2020 can't get here soon enough.

I believe that Giuliani wasn't brought in for Mueller. He's the Ex AG of the Southern NY district that is presiding over the Cohen affair. Giuliani will be Trump's inside man for the Southern NY District court system.
I think Trump's more worried about his consigliere's legal problems than he is about the Mueller Investigation.
