Doesn't sound constitutional. I'm not a fan of public sector unions, but I don't think threatening to jail strikes is the right way of going about it to stop the nationwide strikes. If anything, it will only empower the strikers in the eyes of the public if they are jailed.
Make all pay raises commensurate with performance. Teachers who do not meet certain minimums should be shown the door. NO MORE TENURE! Teachers who perform spectacularly should be paid huge bonuses. Teacher who walk out shouldn't get jail time, they should just be fired.

The Taylor Law is still legal in New York. $1 million fine, per day, with interest. Rank and file get double-docked and leaders get thrown in jail. Some New York City transit workers and their leaders have stories to tell you on that one.....!
My cousin is a conductor on the subway and shop steward. He went through the 2005 NYC Transit Strike. He recently bought a house with his wife. Let's just say.....he wants to keep his liberty, his money and his house!
