Why would anybody want to take a gun into a restaurant anyway, Is it that dangerous to eat out in the states?
The Waffle House has had a reputation for a place where people would go after being out drinking. So, often patrons are a bit intoxicated. Intoxication begets drama. That may be the reason for so many altercations at Waffle House. But no it is not normally dangerous to eat out in the states.
Makes much more sense to leave it in the car to be stolen.
In many jurisdictions YOU can lose some of your firearm rights if your gun is stolen out of your locked car. If you are a resident of Philadelphia, and this happens, you will lose your concealed carry license. The police will have it immediately revoked, forever.

You apparently missed the story about the crazy nutjob the police failed to lock up that just shot and killed several people at a Waffle House, or you wouldn't need to ask that question.

Does this not discourage people from reporting their gun stolen?

This is difficult to determine as nobody knows if it goes unreported. However, if the gun is used in crime, or otherwise obtained by police, and they trace it back to you, which they will, and it wasn't reported stolen, you will be in a world of legal pain. The penalties are worse than not reporting it, so many do report it.
The bottom line is to not leave a gun in your car, even a locked car.

Sounds typical of cities with liberal leadership-punish crime victims, all while embracing criminals.
