Depends where you are. In SC, the only way to be removed from the registry is with a Pardon listing a finding of actual innocence, or the conviction being reversed.
Expungement or a pardon won't remove someone from the registry.. And anyone convicted of a crime as a juvenile is on it for life, unless one of the above happens.
Prosecutors use that fact in charging people. An example was the kid from a high school who stole his teachers' phone and emailed out her nude selfies. The prosecutors charged the kid with Aggravated Voyuerism, which is a registerable offense. Then offered him a plea deal to something that wouldn't land him on the registry.
So, his choice was to fight the charge, and possibly lose and be on the SOR for life.. Or plead out.
That's, if it's not dirty pool, it's right on the line.
People who cook meth in a house.. The house gets put on a registry, but not the people cooking it.
Apparently in some states, animal abuse will land you on a registry now.
