The syndicates only exist to represent the union (business) in the wider community. If you don't want to be part of a union you don't have to, but you can't monopolize use of tools to extend your production beyond your own abilities.

If a factory is producing a needed (first layer of Maslow's hierarchy of needs) good for the community an individual can help or not help, but they can't stop them from their work.
Similarly the union can't stop the solitary man from doing what he's doing.
