Its message is basically, "Get an education, don't be like this successful business man who is the President of the United States and a graduate of one of the top universities in the world." Oh, and it's a big deal that he occasionally misspeaks.
It's semi-funny and truthful and probably deserved by its recipient, who has been much more insulting to others, but it is kind of rude and sets a bad, childish tone that stoops towards the level of the person who is being insulted.
I'm generally turned off by politicians who focus their campaign on making themselves look good at others' expenses, rather than showing their own strengths, even if I happen to agree with the criticism. That's what I like about Jeb Bush, for example, even if I don't agree with him politically on many issues. He was well-mannered and focused on the issues even when being insulted prior to the primaries.
By the way, what is "occupationally" misspeaking? Don't you mean "occasionally?"*

You mean like Obama? Every speech that moron gave, he referenced himself like 40-50 times in 45 min...

Okay- I take it you're not a fan of Obama, which is fine, but that really had nothing to do with my point.
My point was actually in agreement with the OP's dislike of this kind of advertising because it diminishes credibility of the person running the ad. Had the candidate (Trone) demonstrated with helpful examples how his policies in support of education are the better of the candidates because of x, y, and z, it would have more credibility rather than running a negative ad. He's not spending his ad time wisely to show why he is the better candidate and how he is going to make more of contribution.
Candidates who run negative ads that are thinly veiled as trying to be funny and cute are demonstrating that they would likely handle their job in office immaturely with name calling, rather than constructively trying to build coalitions with their fellow legislators who may have different philosophies than themselves for the good of their constituents. They are already proving themselves weak in this area with negative ads whether they are Democrats, Republicans, Libertarians, Green Party, or Whigs. There are bad examples of this across party lines.

In the case of Trump, both work, actually.
