Well, CNN published it.

Perhaps you should express your skepticism in their comment section...oh, wait.

Not grasping at all. That has been official DOJ policy since 1973 and Mueller has no authority to countermand that policy.

The DOJ of two separate administrations (Nixon, Clinton) have concluded that a sitting president cannot be indicted.

Giuliani: Mueller's team told Trump's lawyers they can't indict a president

By Dana Bash, CNN
Updated 5:59 PM ET, Wed May 16, 2018

"...Special counsel Robert Mueller's team has informed President Donald Trump's attorneys that they have concluded that they cannot indict a sitting president, according to the President's lawyer.
"All they get to do is write a report," Trump lawyer Rudy Giuliani told CNN. "They can't indict. At least they acknowledged that to us after some battling, they acknowledged that to us."
That conclusion is likely based on longstanding Justice Department guidelines. It is not about any assessment of the evidence Mueller's team has compiled..."

Wrap it up, it's over.
This idea was already current. It is probably why Trump will run again and has even quipped about 'president for life' as in China now. This is because the president heads the executive branch and it would be the equivalent of the president indicting himself.

However, states can indict for state crimes, and after the president leaves office he is indictable for federal crimes, even by the same special counsel, if he were still in place..

that's probably true. it has yet to be tested.

team mueller may have said this, or something similar, but..... i'm not going to trust anything that's based solely on the word of giuliani or any team trump ( and for good reason based on today's financial disclosure among many things ).
