I'm far from being a bleeding heart liberal, but our prison system is very damaging. It turns small-time criminals into something far worse. This needs to be avoided. Sending these men to prison would only ensure that they wouldn't turn their lives around. If they fail to live up to their obligations, then sure, toss them in a cell.
Them might have the time to learn english in jail.
What did he do with the noose? Did he use it or just hang it there? How can he prosecuted for just hanging it in a tree?
He walked into their yard and hung the noose on their tree. Granted, his actions were highly offensive and wrong, but I'm not sure charging a 17 year old, as an adult, with assault and a hate crime is going to make the world a better place. Serving ten years in prison will turn a trouble kid with a promising future into a broken man with nothing left but the criminal world.

The military is certainly a wakeup call for a lot of young men but it's not designed to rehabilitate criminals. It's very easy to use criminal behavior in order to get out of the military so it's not particularly effective either.
Really? You have never known of this. My entire family is/was in the military and YES, there are gangs in the military. My family certainly not a part of one.
