Peak meal time? Have you ever been to a Starbucks? They serve coffee. People don't go there for lunch and dinner. They typically also have a lot of open seating since most people grab their coffee and go.

But if you want to waste your time sitting a Starbucks for hours at a time each day, have at it. Most people have better things to do in life and aren't going to care about what you are doing.

While I stopped going to Starbucks a long time ago and do not support the company's left wing agenda, I do not think this move is going to lead to chaos. Not only have I found that many homeless do not like enclosed spaces/crowds (they would be my main concern), but I look to other business models that let people browse, etc., without buying anything (i.e. certain bookstore chains). There hasn't really been an issue there.

There are two categories of people looking to hang out without buying anything. Teens and individuals who work from home, but don't like working from home so they look for a place to park it for the day.

I doubt the latter will be an issue but the former may be.

Homeless people have never been the issue with the Starbucks around me. The loitering issue revolves around those who camp out with their laptops all day for the free wifi. But even then, it's hard to resist the intoxicating scent of coffee for long. Eventually, Starbucks will get their money out of everybody who comes through the door.
