It didn't hurt Hillary with her connections to Russia or other foreign nation connections who she took money from and those foreigners she paid for dirt on her opponent . I wonder why that was.
Of course its not all being looked into. Its selectively one-sided and treatment is way out of balance. Corrupt officials in the DOJ keep trying to block release of information that would put the sunlight on their actions.
I agree with the OP. Trump uses the Special Counsel investigation to solidify support with his base.
Just as he uses his attacks against Mexicans, Muslims, and Blacks to solidify his support with white supremacists, Trump plays the victim to his base that believes they are victims as well.
The democrats want to hinge everyone. Control is their goal.

To be fair, his scandal involved lying about a blow job not selling the nation out to the Russians, the Saudis, and the Chinese.
