Bush did not create the recession - but it happened under his watch (during the next election cycle) because of bad mortgage banking policy that he had nothing to do with creating (even though he did not fix it either).

Obama inherited a bad economy that had nowhere to go but up. If anything he has held it back from what it is doing now.
