I'm not sensing a whole lot of emotion here and outrage definitely suggests a higher level of emotion.

It wasn't an outrageous statement - kind of ridiculous and inaccurate but not outrageous.

The more noise he makes, the more he hopes the judicial branch of government will ignore him.

Some days I wonder if Trump thinks he can overwhelm the sensibilities of the American people to the point they will not care what he does.

You missed it -- 3rd paragraph down -- transcript from what he said.....

TRUMP: "I have to tell you, the Coast Guard saved 16,000 people. ... And I think, you know, honestly, they don't get enough credit in many ways. ... Saved 16,000 people, many of them in Texas, for whatever reason that is. People went out in their boats to watch the hurricane. That didn't work out too well. That didn't work out too well."

There is no tweet that says anything like that on his twitter feed. The only one about hurricanes is about the meeting he had with FEMA. No wonder the article didn't actually link to the tweet or show a screenshot of it.
