Correct, there was no medicare or medicaid decades ago, however, in the early 1900s, in the 30s-40s there were organizations and cabinet members from various presidencies, well placed members of our nation who were pushing for some kind of universal care for all. Instead, what we ended up with were several compromises consisting of a multi-layered mess that costs us much more with lesser results.

say a 25/50 general/specialist dollar copay and pay half until a 2500 individual /5000 family individual deductible
