It once happened during the 1960's and I think it would help a lot of people while on the job. Most people are so stressed out while working at their jobs.

You would be utterly and completely wrong about that. I have had experiences with a few people who drank on the job, and none of them were productive in any way. On the other hand, I have dealt with a few people who would occasionally smoke a little weed while they worked, and they actually did become easier to deal with and in most instances more productive. They even seemed to acquire a little bit more pride in the work they were doing. So I vote no to drinking on the job, but a bong hit every few hours might be okay.

In foundries, material yards, refineries, etc.,...not so much.

Yeah in software development here too. Office had a 'beer fridge' and they sent around a beer cart on Fridays which helped fund the company charity. Working entirely remotely with a distributed workforce now it's pretty much whatever you want to do as long as you still produce. Even have virtual happy hours on Google Hangouts.

LOL. I can third this for software engineering folks. I've seen it at a couple software shops, but nowhere else.
Regardless of what business it would seem to be a substantial liability issue in a sue happy environment. That can apply to the employee hurting themselves at work or killing someone driving home from work.
