For its noncompliance, Texas is likely to lose just 5 percent of federal funding for its state prisons, or about $800,000. It will still receive $15.2 million in federal grants even as inmates continue to be sexually assaulted. If Congress passes an amendment that Senator John Cornyn, Republican of Texas, proposed last year, the financial penalty for noncompliance will be removed altogether.
Perhaps Texas should lose the 15.2 million freebies from the government altogether since they refuse to comply.
After reading this news article and the comments, I read how many people commented that this cute and hot young boy will be most likely sexually abused in prison. Why is rape and sexual abuse in American prison common? Why isn’t something taking place where each mates have their own cell or share cell with similar age group, perhaps that may hinder?
You are correct to care about this issue. It is something I have known about for 45+ years. I won't tell the exact stories - the good news is that I was never raped (in JV where I spent a week or two for pot and/or running away), the bad news is that MANY people are. Scratched into the bed frame and wall were all the descriptions of such. The room mate they put in with me threatened it and was dead serious - but this being Juvy Hall I told the guards and they removed him. No such luck for most in our prison.
Sadly, it is extremely common and allowed by our system. That is, it doesn't happen with the same frequency in many other civilized countries.
I chalk it up to the "law and order" crowd who for a long time has not cared about such things. We have more people in prison than any other country in the world...and keeping them safe has not been a priority.
You hear some talk about reform of the entire criminal justice system but why is it taking so long?

Yet another measurement of a society and civilization - that is, you can always measure such by how the "least among us" is treated.
Prison rape is extremely uncommon nowadays. That stuff is from the old dinosaur days. There are enough gay prisoners in the typical fed or state prison to ward that stuff off.
Of course bullying is common, and a tougher guy might overpower a weaker inmate by extorting him for commissary or having his family send the bully money. That’s never gonna end.
But rapes for the most part are a relic from the old days. Few and far in between.
Actual rapes are more uncommon these days yes but it's still extremely common for smaller/weaker individuals to be pressured into providing sexual favors basically willingly in exchange for some form of protection.
I've heard some guys say that the best thing to do is to keep your head down and do your own time, stay out of any potential trouble and stick to yourself. Easier said than done it seems.
I think the predators in prison will test you constantly regardless of whether you stick to yourself or not.
I believe the best guarantee against not being raped is to join a prison gang if you can. You obviously can't just walk up to someone and join, you have to prove yourself first and then go from there.
