That's exactly what the situation is. You break the law and get caught you get arrested. It's the law. It's written on paper. By congress. Catch and release policy was to not follow the law.

Not necessarily, I watched a documentary on one of the toughest Mexican prisons, they have special areas set up for women with children, they are permitted to keep their kids with them in the jail, but the kids are not inmates, they are permitted to come and go with another adult.
This jail looked more like a small city, the children would help with laundry, gathering water, etc.
The kind of parents who endanger their children in this way would go to jail here. They should be charged with two counts; illegal entry and child endangerment.
