What Americans drink has no impact on those tariffs. There are no new tariffs for whiskey or liquor imported into the USA. Therefore, American end users of liquor won't be impacted.
But distillers and related business that are involved in the Bourbon industry will be impacted. This could result in layoffs or reduced sales of their products and services.

Americans need to start drinking American whiskey instead of imported whiskey. America imports 2.2 million in whiskey imported from other countries. If Americans stop importing whiskey they can buy the whiskey being exported. We import more than we export.
