so they already spent $32 million for on on-site water purification system that didn't work. they got another $32 million to try to get it working by 2021. and in the mean time they couldn't come up with a better option than shelling out $46K / month to buy bottled water for the next 4 years?
Bottled water is a scam. They take water that is essentially free or they take it from public sources and then pay nothing for it, then they bottle it and its almost all profit. Even actor Will Smith got into it for easy money. If they're using tax payers money and the government is in cahoots with suppliers, you can bet there's corruption and someone is making money illegally.

Places like Disney who charged $3 a bottle for water 15 years ago, should be charged with theft when you can buy 24 bottles for the same price. I would never buy a half liter bottle of water retail for $1 or more. Complete theft.
Why can't they install water filtration system stations inside the prisons? A couple in the cafeteria, then a few scattered around the complex with compostable cups.
And if the inmates vandalize those units, then let them drink tap water instead.

Businesses have to charge a lot more because of all the massive expenses .
It’s not like they sell the bottle for $3 and it’s all profit after the wholesale cost of the bottle..
A business has to make a profit in order to stay in business and keep people employed ..

If they'd back off from imprisoning people for small crimes and victimless crimes, and put more money into helping raise up the black and brown communities, they wouldn't have so many criminals to provide water for..
I think most of the prisons in CA are now private businesses. So the more people they can get convicted of any crime at all, they benefit.

Yes, most bottled water is just tap water, bottled.
Using a water filtration system a company (or a private home) can save most of the money spent on bottled water while also drinking healthier water.
