I have little doubt that if the Justice Department obtained the new evidence during the Obama presidency, then said case would have been reopened.
It is curious to make the assertion that Obama should have reopened a 60-year-old case based on no new evidence. Very curious indeed.
Well there is "new" evidence that came to light during Obama's presidency; the female in question who started the whole Emmett Till nasty business (like many white southern women before and after her) lied under oath.
Obviously young Emmett Till is dead, as are all the attackers (IIRC), thus only person who could be prosecuted would be that woman. Given her age and local sentiment (the case still brings up bad blood, and many simply feel best to let sleeping dogs lie), along with fact the information came to light in twilight of Obama's administration (middle to late 2017), there was little his DOJ could do.

The book was published in March of 2017.
The author gave information to the FBI after the book was published, so not during Obama’s administration.
