This is only news because SF is a big city. Many jurisdictions in the US allow any resident to vote in local elections, citizen or not.

The far right elects a bigoted crook who hates everyone and who's clear goal is MAWA (Make America White Again), with his worst supporters loudly championing that concept... the equally stupid backlash against him, "let's give illegals the right to vote (against Trump.)"
Both sides are wrong, of course, but this is what happens when the level of discourse is lowered and rules are allowed to be so casually broken - soon enough, the other side says, "To heck with it" and proceeds to play the same stupid, low-brow game.
