What problem are you referring to? There is nothing going on in Montenegro. That is simply something Putin planted in Trumps head.
You are right there is nothing going over there yet? but if I remember correctly when the U S backed Montenegro there was also some money thrown in. I do not see how Montenegro would become a national security issue where the U S has to defend and bank roll.
Trump condones Russia's Crimea and Eastern Ukraine annexations, gives Putin a wink he won't defend Montenegro, and by doing so puts the NATO Baltic States of Latvia (26% Russian) ,Estonia (25% Russian) and Lithuania (6%) on notice that they could also be expendable to Russian expansion.
Montenegro is important because by spitting from Serbia they deny Russia and pro-Russia Serbia a Mediterranean and Adriatic port.
They don't deny Russia any such thing-they don't even border Russia. Russia would have to go through other nations even to get there. As to Serbia-big deal. It also doesn't even border Russia. The left sees Russia as the world's boogeyman right now and doesn't care about facts.

Serbia is long been notoriously pro-Russian.
Correct, no land link which is why the port is important.
After the Putin meeting, it's suspicious that Tucker Carlson "out of the blue" brought up Montenegro and that Trump had a ready answer.
May 2017
"The Democratic Front, an alliance of parties opposed to Montenegro’s membership of NATO, flies a giant Russian flag from the top balcony of its red-and-white headquarters in Podgorica....
One of the key objections to Montenegro’s NATO membership, raised by US Senator Rand Paul among others, is that it can contribute a tiny military of only 2,000 soldiers in exchange for NATO protection. What it does have is the last stretch of Mediterranean coastline between Gibraltar and Syria not controlled by the alliance, a location also coveted by Russia. Moscow asked for but was denied permission to refuel and restock naval ships in Montenegro in 2013, but has denied seeking a permanent base there."
trump is easy to see through. Putin wants to invade Montenegro because Russia needs access to its deep water port. Simple as that. Putin is calling the shots.
