Encouraging employers to invest in job retraining was indeed one of the cornerstones of the Hillary campaign.
It included giving companies a tax credit to do so as motivation.
Trump had nothing.
Congress/Trump could have done a lot of things to encourage more employers to invest in training to earn tax cuts but that is not how they chose to proceed.
So now Trump is issuing an EO to "encourage" employers to invest in retraining.
The "100 Best Companies to Work For", already make substantial investments in employee training and education. Amazon is one of them and offers 95% pre-paid tuition for continuing education for in-demand skills, whether or not Amazon needs those skills. Amazon also offers plethra of onsite training courses to employees.
In 2018, ATT began development of a monstrous initiative to retrain 100,000 employees.
This EO sounds like nothing more than PR. Having said this, it certainly can't hurt.
I miss the old leftists that used to believe in Keynesian economics. The demand for labor would increase such that it would become economical to train new employees. Now they try to train people to pick bananas when no one is demanding more bananas. Its central planning all right. Nothing wrong with central planning. The problem with socialism is that its micro management. I have no problem with a central plan to make a sewer system. Its the micro management that is the problem.

It is in fact different. In the past we always had something we were still better at. Whether it was thinking, or fine motor skills, etc. So we moved to doing things that required our abilities. But we are fast approaching the ability to replace a human in every way that matters.
Since the 70's more jobs have been lost to technology substitution/industrial robotics than offshoring.
Some employers have historically made substantial investments in employee training/education and some have not. Many of those that have tend to be technology-based companies that despite their efforts, still seem to need H1B visas.
No amount of employee training is going to produce a Ph.D. level engineer.
It is in fact different. In the past we always had something we were still better at. Whether it was thinking, or fine motor skills, etc. So we moved to doing things that required our abilities. But we are fast approaching the ability to replace a human in every way that matters.
