Formal Negotiations ended in 2016, it was Trump who decided not to sign after constantly attacking TTIP and other agreements.
As was pointed out by the media at the time "These kinds of policies contributed to mass unemployment, the rise of fascism and the Second World War – the whole world will be the poorer for what President Trump has done".

The Independent is a respected British broadsheet.
Furthermore if TITP failed after several years of negotiations, how is Trump supposed to get a deal.
Trump doesn't stand a hope in hell of getting a trade deal wit the EU and he knows it, he has simply agreed to negotiations in order to kick potentially damaging tariffs in to touch. Negotiations acheived nothing last time and are even more unlikely to achieve anything under Trump.
TTIP was Americas best shot at reducing tariffs but that ship has now sailed.
Trump might be doing a trade deal separately with Mexico. Interesting details. Supposedly Trudeau would prefer to destroy Canada's economy to please his far left constituents. Great, we'll get Mexico sorted out with a booming economy so fewer illegals come here but Canadians will flee to the US for jobs!
