You're talking about the difference in the way people pronounce certain letters which has nothing to do with pronouncing it as though it's spelled differently.

It's not regional. Look it up in a dictionary and you'll find one pronunciation.
Just like it's not regional that the English language calls for capital letters and punctuation.
