The licensing of vehicles, in accordance with the 10th amendment, is a power belonging to the individual states. Here’s a fun fact, if a state decided to stop licensing their cars (or issuing birth certificates) they could and there is nothing the federal government or other states can do about it other than dangle money or take it away as long as they do the same thing to every one of their citizens.
Besides, I love all the different license plates, it’s fun to see the states’ personalties on those things.

Because not all laws are federal laws. We also have state and local laws. Each state is so different, and even areas within the states have different needs, it wouldn't make sense to only have one set of laws for everyone across the board.
Ok. Because states control their own vehicle licensing departments which follows the state's laws, not federal. This is because of the 10th Amendment to the Constitution.

Why we also have different laws in different states and was for License Plates, why not have license plates called "United States Of America"?
You want the federal government to issue the license plates and drivers licenses? Because the states would not be able to issue USA license plates. And if you think the lines are long now at your motor vehicle office think how it would be when the feds handle it. And imagine the fees when congress will be in charge of deciding them.
