Of citizens of the USA and residents of California, that have to move for one reason or another, 91% are moving into neighboring states.
What is the significance of which States they move to? Neighboring States have cheaper housing markets, and and close enough to drive back to CA to visit family and friends. Oregon does not seem like a bad choice, while Nevada and Arizona seems like wasteland.

It couldn't possibly be because the politics in Sacramento, making choices and thinking for other people.

Maybe you did not understand what the article was talking about. It says 91% of people who leave CA, move to neighboring States. So, if 100 total people relocated, 91 of them moved to Oregon, Nevada or Arizona as opposed to Florida, Nebraska, or Kansas.
I don't think politics in Sacramento had anything to do with which State the chose.
