That is Cloudflare error page and would most certainly be an indication the IP address of the server was compromised assuming it's not a stunt by Jones.
That's only an indication it's serving something, that something doesn't necessarily need to be coming from the origin server which is what would serve the actual content. It could even be coming from the origin server where you are spitting out simple page for all requests. If the server has enough juice it might be able to keep up. Another possibility is they switched the IP in Cloudflare panel and it's just a backup server intended for this event that can serve simple pages.

I'm not saying it isn't a stunt but what you seeing is entirely possible. Those other sites would likely be on another server and their IP's may not have been compromised. The page popping up for infowars.com is easily explained as well.
At a guess he needs more cash as his revenue stream has dried up in the middle of the lawsuit. So he pulls this stunt to try and bump his cash up. Or he could just be trying to desperately wring whatever cash he can out of it before he retires.
