The first source is David Seaman's blog. His claim to fame is that he was one of the first to break the PizzaGate story.

Sergey Brin got a National Science Foundation (NSF) grant while he was at Stanford. The grant was funded by several federal agencies. He also had other sources. This sort of funding is not unusual. The Pentagon was heavily funding all kinds of computer science research at the time. NSF funds are extremely common and they are commonly backed by DoD or other government organizations.
Not exactly the same as the CIA building the platform and subsidizing it in perpetuity.
