Europe has a tariff on US made imports. So we have a tariff on European imports. They drop their tariffs, we drop ours.
Simple.
The average EU tariff on US imports is less than 3%, whilst the average US tariff is very low on EU goods and averages around 3.3%.
The EU is the biggest US export market with $528 billion US exports, and the same is true of the EU which exports $629 billion to the United States making for a mere $101 Billion deficit on $1.1 Trllion worth of annual trade.
The EU market is as crucial to the US as the US market is to the EU, and any tariffs could result in millions of job losses, as the EU would go beyond cars when hitting back and is capable of hitting back hard in terms of $528 Billion US imports.
The EU have a much better hand to play with than China in terms of retaliatory tariffs.

By the way. Per your article. The president has said he could impose tariffs of 20 to 25 percent on auto imports.
A niche market who can afford those cars already coming in, are akin to the Bugatti Veyron owner that pays a Million dollars or more for a car, then cry about a 22k dollar oil change...

The tariffs will be applied to vehicles imported.
If the manufacturer decides to spread that cost across the board on their domestic produced vehicles, that's their choice.

They're getting them. Those luxury cars elitists in cities all own don't believe me take a trip to NYC tell me what you see. Scarsdale full of Mercedes, BMW, Escalades, Audis, Land Rover/Range Rover, Jaguar, etc etc.
Go to Miami. Palm Beach gardens. Take a look around.
What do you see?
High end luxury cars. Occasionally a Lamborghini a Ferrari mostly high end luxury cars from Europe.
Oh noes. We can't have that. When we said tax the rich we meant the middle class Tahoe, Suburban, Yukon, Silverado, F150, Expedition, 300C, Ram, etc upper middle class. Not the upper elite echelon of libville.
