OMG, breaking news. Er no, not really. This issue was documented April 2017 and the OP linked to a memo from that month. So far it's a real mountain-out-of-molehill story:
In a news release Wednesday, Cegavske said her office in March obtained from the DMV a list of more than 100 people statewide who presented evidence of non-citizenship and completed a voter registration application. Of those, it was determined that 21 voted, though there is only evidence that three noncitizens in Clark County illegally registered and cast a ballot.
Kent Alexander, spokesman for the secretary of state’s office, said investigators are not looking at the other 18. He declined to provide specifics.

The motor voter law requires the state to offer registration when you get a license. The state is also prohibited from asking for proof of citizenship when they use the federal form.
If I understand correctly the state could require proof of citizenship on their own form but the federal form would need to be available and they would have to hold separate elections for federal offices to recognize everyone registered with federal form.
