First, they have to kick that habit.
The better question is how drugs are reaching the area so consistently, enough to keep vast numbers of addicts supplied on a daily basis.

An easy to get through border and sanctuary city policies probably don’t help .
Also soft on crime laws in California.

Park, sidewalk, traffic lights, nearby businesses, etc. Of course Ft Lauderdale is nowhere near as large as LA.
