First, they have to kick that habit.

The better question is how drugs are reaching the area so consistently, enough to keep vast numbers of addicts supplied on a daily basis.

An easy to get through border and sanctuary city policies probably don’t help .
Also soft on crime laws in California.

In L.A we have them all over sidewalks and the tents sometimes take over the entire sidewalk so people can’t even walk past them .

Park, sidewalk, traffic lights, nearby businesses, etc. Of course Ft Lauderdale is nowhere near as large as LA.
