If Evangelicals believe that God appoints rulers (they keep telling us that Trump was elected because God wanted him as president), wouldn't it follow that God wanted the Democrats elected if they win in the midterm elections? Or does divine intervention only happen when the party of their choice wins?

He did say that. However, you miss the larger point. Its a deliberate attempt to appeal to the baser emotions of his core supporters. Its literally all he does these days. He never makes any effort to expand his base, he just feeds them red meat.
