This is exactly why I don't support a socialist health system such as the UK has, our liberals would be actively recruiting millions of aids patients from Africa to be treated at my expense.

As long as it's a wholly state program he can do it. This is what voters in CA want, this is what they'll get.

The problem is that the conservatives will challenge California in the courts by demanding that every person anywhere in the country can just move to CA and get treatment. Effectively, the red states can kick out all their sick and disabled people and the CA taxpayers have to foot the bill. And the corporate judges will demand that CA provide it to everyone. Its why it should be a federal program like Medicare. Not state-wide.

It would be nice to see them try - at least someone in the US would be making an effort to improve upon the current system BUT the only way to do it is going to work on the cost side of the equation and that means fighting insurance companies, Hospitals and Doctors alike.

It's uncovered Pension and Health Insurance obligations that drove CA budget so deep in the red in the first place.
