Because apologizing for using the English language as defined is ridiculous.

If you say something that hurts someone's feelings because they don't know English, tell them to learn English. The only exception to that should be someone who is just learning the language and misinterpreted the comment. English slang is notorious for non-native speakers and most often not clear at all. THAT'S when you say "Sorry, but it isn't used that way," and then explain the term.
