I don't see a conflict.
The federal government needs to reduce its expenditures.
Part of the problem with the federal government is the all-or-nothing condition which precludes the possibility of giving certain federal employees pay raises while not giving pay raises to other employees.
As far as attracting top talent, that really only applies to decision-makers, such as managers and analysts.
How freaking hard is it to read a form and enter data into a computer? There are more than 50 Million American workers who can do that.
Those jobs should be paid on what the market bears, not union fantasies.
People with decision-making and analytical skills are harder to come by, so those jobs should pay a little more and attempt to attract best quality candidates.
